Composes a dynamic subject and body for a governance notification message.

The message reflects the outcome of checks and any actions taken (e.g., labeling, transfer, deletion), based on the flow variables produced by upstream components.

If no action was performed, corresponding sections of the message are omitted.

The message can optionally include a link to the affected workflow and a review data app.
