XML Control Table - Finalizer

Finalizes the XML Control Table and makes it ready for processing by the XML Generator. This should be the last operation prior to the XML Generator component.

Ensures that the "root" and "row_group" tags are properly configured ready for the
XML Generator.
Also tidies other common issues that affect generation:
Removes duplicate option/key entries (keeping the last of each)
Removes any tags that have a missing DATA configuration as these cannot be output
